City Council

The City Council of Gustine serves as the legislative and policy branch of City government. Its purpose is to set overall policy direction for the City so as to improve the quality of life of the residents of the City. The City Council is comprised of five members, elected by the electorate in Gustine: Four City Council Members are elected for four year terms while the Mayor is elected for two year terms. 

The City Council holds its regular meetings on the first and third Tuesdays of each month at 6:30 pm. Meetings are held in the City Council Chambers located at City Hall. Agendas may be accessed from the City website.

Mayor Pat Nagy

Patrick "Pat" Nagy was appointed to the Gustine City Council in 2008, to serve out the term of a vacated seat on the council. He was re-elected in 2010, 2014 and again as Mayor in 2018. During his time on the council he has served on the Finance Committee and as the ex-officio to the Planning Commission. He served as a member of the Measure V Steering Committee and was instrumental in getting the Westside a larger percentage of the funding.


He currently serves on the Redevelopment Oversight Committee, and holds a seat on the Merced County LAFCO Commission. He was elected to the position of Mayor Pro-Tempore by the Council in 2017. Mr. Nagy was also elected Vice-President of the League of California Cities, Central Valley Division in 2017. Mr. Nagy has participated in many Legislative Action Days in Sacramento, and has attended the “One Voice” Committee, where he travelled to Washington D.C. to advocate for Gustine and our shared needs.


Prior to joining the Council he was a member of the Hwy 33/140 Transportation Enhancement Plan Committee. He served as Governor of the Loyal Order of Moose Lodge 2150. He also served as Vice President of the Gustine High School Athletic Boosters for 3 years. He is a U.S. Army veteran.


Mayor Pro Tempore Joe Oliveira 

Joe Oliveira was appointed to the City Council in 1999 and was elected to office in the year 2000. He was then re-elected to office in the year 2004 and 2008. He has been involved in the following activities for the City Council: Merced County Association of Governments Governing Board, One Voice Delegation to Washington D.C. and Sacramento, School District Facilities Committee, Merced LAFCO.

Council Member Oliveira was employed by PG & E for 38 years until his retirement. His hobbies include golf, hunting and playing poker. He is also past president of the Gustine Lion’s Club, past president of the Gustine High School Boosters Club, and president of the Gustine Alumni Association. He is a lifelong resident of Gustine. He and his wife Cheryl have one son, Jason, daughter-in-law Nancy, granddaughter Allyson, and grandson Anthony.
